What's in the Secret Appendix?

Now, let's speculate a little about the secret appendix of the 2006
"transition" plan prepared by the odious US imperialist regime for Cuba
after the death of Fidel Castro, one of the world's most outstanding
revolutionaries and patriots.

The "transition" plan for post-Castro Cuba was released by the US regime on
July 5, 2006, and approved by the US dictator George W. Bush on July 10.

Then, significantly, on Monday, August 21, the US regime announced it is
creating a position which will be known as the "mission manager" for
joint espionage operations against both Cuba and Venezuela.

The so-called "transition" plan in its published portions, about 432 pages,
sets forth concrete steps ... which are largely economic in nature ... that
the imperialist and dictatorial US regime in Washington intends to take to
overthrow proletarian democracy and socialist economic system in Cuban and
to restore a foul bourgeois "democracy" and capitalism on the island.

POSSIBLE CONTENT OF "SECRET APPENDIX"

It's unlikely that the secret appendix, variously estimated at from 30-75
pages, to the imperialist "transition" plan merely rehashes the US military
contingency plans for a "general" attack on Cuba, plans which include naval
encirclement, aerial bombardment (shock and awe), amphibious landings by
marines and soldiers, paratrooper drops or, in other words, the standard or
routine style of US military cowardice.

This appendix is likely therefore something "special," perhaps the
military, espionage, and police components of the fantasized "transition,"
designed to wipe out as soon as possible and as thoroughly as possible the
potential leadership of Cuban resistance to a possible US aggression and US
military occupation, a leadership similar to the heroic resistance today of
the Iraqi people and patriots against US and other foreign aggression.

If so, imperialism appears to be reviving and updating its ancient
"transition plan" called "Operation 40" in the 1960s and '70s, a plan that
consists of a precise and comprehensive list of names, addresses, jobs,
families, friends and associates of all the people it intends to
exterminate physically if it gets its hands on power again. So, one of the
steps in the secret appendix is intelligence collection on the identities
and habits of desired victims of mass extermination of humans contemplated
by US regime. These lists always include the most likely places where
desired victims of US mass extermination are likely to flee and to try to
hide.

It is well-settled principle of US counterinsurgency doctrine that the mass
and savage extermination of the families and friends of suspected
revolutionaries and suspected patriots is an inescapable element of the
pacification of a country that US imperialists invade and occupy. This
feature of US aggression falls under the general heading of "special
operations," to be implemented by the most rotten and the most degenerate
scum of the human race.

Similar "special operations" are now underway in Iraq; in the prisoner
of war and political prisoner concentration camp at Guantanamo Bay, Cuba
operated by the US regime; and, of course, with infinite ferocity in
Afghanistan.

If a nice-looking, clean-cut, smiling, red-blooded US citizen knocks on
your door and, after you open it, the US citizens says something like
"Hello, I'm from US Special Operations," then that means you are dead or
soon will be ... that means that you should not have opened the door.

That means that you have made your last mistake.

We don't know who the secret appendix has selected to recruit and trained
for the reconstituted USA death squads to be deployed against the Cuban
people. The most likely choices for the teams of organized mass murderers
are Cubans out of the estimated 20% who constitute a latent opposition on
the island, reactionary Cuban-Americans mostly out of the Miami cesspool,
non-Cuban-Americans or "red-blooded" US citizens with extreme US
nationalist beliefs, and Czech, Polish, Israeli, and Romanian rats.

The most probable candidate from among this foregoing list of options are
reactionary Cuban-Americans presently engaged in "special operations"
(genocide) in Iraq and Afghanistan. The reason for the enhanced probability
of reactionary Cuban-Americans as the main source of organized murderers in
a counterrevolutionary Cuba is that the secret appendix is an attachment to
the so-called "transition" plan which reactionary Cuban-Americans
themselves played a key role or almost exclusive role in drafting.

The irrepressible conceit of the Cuban-Americans would require that they
award the honor of being mass murderers of Cuban and Venezuelan
revolutionaries and patriots on other Cuban-American reactionaries, thereby
frustrating the bloodlust of those "red-blooded" US citizens ... who have
for decades ... specialize in this sort of thing.

But the hiding of the mass extermination provision in the secret
appendix of the otherwise published "transition" plan suggests, among
other things, that the US regime is unsure or uneasy about whether the
reactionary Cuban-Americans today possess ... notwithstanding their
bravado ... the bestiality, depravity, and general degeneracy that this
type of human cleansing calls for.

With regard to the advent of these "special operations," the Cuban
revolutionaries and patriots should keep their eyes on POW and political
prisoner concentration camp that the US regime operates at its illegally
occupied naval base at Guantanamo Bay, looking for expansion of the prison
facilities on the naval base because most of the exterminations or
"transitions," contemplated by the US regime, will most likely occur there.
Naturally, the Cuban revolutionaries and patriots should keep their eyes on
incremental mobilizations of US military personnel because the US
imperialists are clearly aware that an invasion of Cuba, even after Fidel,
will require, given the quality and quantity of Cuban security apparatus,
at least 500,000 US troops or docile slaves.

"A spokeswoman for the intelligence communities [meaning, nests of spies
situated in the USA] said the decision to create the position [meaning,
joint espionage "mission manager" for Cuba and Venezuela] preceded
Castro's announcement July 31 that he was temporarily handing over
power, and was prompted by a desire to focus on the relationship between
the two countries [Cuban and Venezuela]," Miami Herald reporter Lesley
Clark wrote Aug. 22 about the decision of the US regime to create the
new espionage post that will run US operations against both Cuba and
Venezuela.

TWO ASSUMPTIONS

The July 10 "transition" plan "preceded Castro's announcement July 31" and
the decision to create the new position [joint espionage mission manager
for Cuba and Venezuela] "preceded Castro's announcement July 31." So, the
decision to create the position is likely a part of the secret appendix of
the "Transition" plan since nothing about the decision appears in the
published portions of the "transition" plan and since the "transition" plan
comprehensively discusses relations between the US regime and Cuba.

This assumption tells us that Venezuela has been elevated to a coordinate
or near coordinate level with Cuba as a foe of the efforts of the US regime
to imperialistically exploit and dominate the world, especially the third
world. So, this assumption tell us that the secret appendix is as much
about Venezuela as it is about Cuba.

This may be called the " revolutionary rise-of-Venezuela" assumption.

The unnamed "spokeswoman for the intelligence communities" quoted above by
the Miami Herald's reporter Lesley Clark, said the decision to create the
new post "was prompted by a desire to focus on the relationship between the
two countries [Cuban and Venezuela]."

So, the main targets of the newly reorganized US espionage operations
against Cuba and Venezuela will be senior and junior officers in the
military, police, and intelligence services of Cuba and Venezuela through
whom the cooperation on national security between the two countries largely
occurs.

This may be called the "national security" of Cuba and Venezuela assumption
and it fully corroborates the conjecture above about the genocidal content
of the secret appendix. If so, one wonders why the US regime would partly
disclose something in the "secret" appendix of the "transition" plan by
foolishly publicizing the decision to combine espionage operations against
Cuba and Venezuela into a single post.

What do these two assumptions tell us about the likely content of other
parts of the secret appendix of the "transition" plan?

The assumptions tell us that a dead giveaway of rotten and bloodthirsty US
undercover agents, especially the soon-arriving US Drug Enforcement
Administration agents, implementing the preliminary data collection stage
of the secret appendix of the "transition" plan will be a show of curiosity
or nosiness about who in Venezuela went to Cuba and who in Cuba has come to
Venezuela and what did they do there and who are the members of their
families and exactly where do their families live.

The Venezuela government would do well to reread Eva Golinger's analysis,
published here at VHeadline.com just before the visit to Caracas of Jesse
Jackson, on the espionage role performed by these alleged "DEA" agents.
Golinger's findings are more true now than ever. The DEA merely provides
cover for these CIA and US military intelligence agents, compiling their
lists on whom to exterminate in Venezuela and how to exterminate them.

The Cubans and Venezuelans should have a fixed and indiscriminate way of
responding to the curiosity of unauthorized individuals concerning the
identities and habits of national security personnel ... whether these
unauthorized individuals are foreign or domestic or whomever they may be.

The assumptions also tell us someone or something in the upper levels of
power of the US regime is not trusted with policymaking for either Cuba or
Venezuela and the secret appendix further strips this someone or something
of importance. First, the US regime appoints, almost two years ago,
"transition coordinator" for Cubans or, more correctly, for the
Cuban-Americans. The "Cuban coordinator" was nominated by a multi-agency
task force, thereby undermining and diluting the traditional authority and
responsibility of the US Secretary of State and the Assistant Secretary of
State for Western Hemisphere Affairs.

US FOREIGN POLICY APPARATUS COMING APART AT THE SEAMS

Now, the US regime appoints an espionage "mission manager" for both Cuba
and Venezuela. US spy agencies nominated this mission manager, thereby
undermining the "Cuban coordinator," the secretary of state, and her
assistant for western hemisphere affairs.

The earlier appointment of the "Cuban coordinator" prompted Roger Noriega,
then the assistant secretary for this hemisphere, to resign. Noriega was
replaced by Thomas Shannon as assistant secretary who seemed to accept the
stripping of the Cuban Desk from the state department's and his portfolio.

Now, it appears that Shannon will be also stripped of the important
Venezuela Desk as well as the Cuban Desk.
* Will Shannon stay on in his rapidly diminishing position or, more
correctly, disappearing position?

Indisputably, the US State Department is hemorrhaging its historical power
over foreign affairs in the western hemisphere. Secretary Rice greatly
contributed to the hemorrhaging when she repeatedly and gleefully stabbed
in the back her mild-mannered predecessor Colin Powell when he was
secretary of state.

It appears, for Secretary of State Rice, that the chickens have come home
to roost.

Trampling on the sovereignty of other countries, Rice wants to run or
dictate the foreign policies of Cuba, Venezuela, Brazil, and Argentina,
when she can't even manage to run US foreign policy for which she was
appointed by Bush and approved by the US Senate to run.

WHO IS WINNING THE POWER?

Where is the power ... that the state department is mysteriously losing ...
going?

The power is going either to the military or to the spies or to the
reactionary Cuban-Americans nuts farting around in Miami.

There can be no doubt that reactionary Cuban-American nuts or, more
correctly, crackpots in Miami have a powerful voice in the formulation and
execution of US policy toward Cuba, but how can Cuban-American fools
justify extending their sway over US policy toward Venezuela? One would
think that the Venezuelan bourgeoisie, reactionary Venezuelan-American
nuts, and diplomatic professionals at the State Department would jealously
guard their influence over US policy toward Venezuela.

For a policy standpoint, Venezuela is a major prize.

It doesn't make sense or, at least, seems bizarre that the reactionary
Venezuelans and professional diplomats would yield their turf over US
policy on Venezuela to the stupid scum in Miami.

That's leaves the either military or the spies to consider.

The US militarists may be thinking that they should get Venezuela before
Venezuela gets its hands on most of the weapons it has purchased from
Russia, China, Iran, and Cuba. Spain, Brazil, and Sweden also made deals to
sell arms to Venezuela, but these three countries proved too soft, too
fragile, and too sissy to deliver after the US regime said "boo" to them.

The problem with this assumption is that the US military is visibly
overextended already in Iraq and Afghanistan. And the US military is
despised now by the majority of the US people who are not likely to welcome
additional adventures by their demonstratively incompetent soldiers and
generals.

The US militarists may be thinking that Fidel Castro's medical condition
may offer them a rare and ideal opportunity for US imperialism to intervene
in Cuba and they should use the opportunity take Venezuela and Cuba down at
the same time. In other words, a "transition" in Cuba, if the US
imperialists get their way, entails a "transition" in Venezuela. Toward
this end, they want to push the weak, meddling, and babbling State
Department out of their way.

The problem with this assumption is that there is no need to humiliate the
State Department to attain this end. The US militarists could have quietly
made whatever military preparations they felt were necessary without
noisily wrestling control of policymaking from the diplomats.

Plus, there is something stupid and very anti-military about spontaneously
deciding to fight on two-fronts -- Cuba and Venezuela -- at the same time.
Militarists tend to be more serial than concurrent murderers.

That leaves only the spies for us to consider.

All of the objections to the military being behind the State Department's
hemorrhaging also apply to the spies.

"Such efforts are critical today, as policy-makers have increasingly
focused on the challenges that Cuba and Venezuela pose to American foreign
policy," said a news release from National Intelligence Director John
Negroponte's office. Negroponte appointed J. Patrick Maher, a 32-year
Central Intelligence Agency veteran who has spent most of his career as a
Latin American specialist, to temporarily fill the post until a permanent
manager is named. Maher will be responsible for "integrating collection
and analysis" on the two countries across the U.S. intelligence community,
the agency said. He will continue to serve as the national intelligence
officer for the Western Hemisphere."

So, the US capitalist media or, more correctly, the US bourgeois and
nationalist propaganda apparatus wants everybody to believe that the spies
are behind this instance of the hemorrhaging of the State Department's
power and importance. The spies are becoming the regular fall guys for the
US regime.

Need a patsy? Then talk to a spy.

It is obviously not the spies who are behind the hemorrhaging at the State
Department because US spy boss Negroponte did not even deign to pick a
permanent "mission manager" for Cuba and Venezuela. Negroponte only picked
a stand-in. To technically fulfill his responsibility, Negroponte picked
some 32-year old desk jockey at the CIA to be "mission manager " while
32-year old "mission manager" continues to perform his old job at the CIA.
Maher appointment is a sham and a scam. But the picking of the temporary
and token "mission manager" still effectively strips Secretary of State
Condi Rice and her subordinates of ultimate authority over US policymaking
on Cuba and Venezuela, which is the end aimed at.

"There's a very important internal element to something like this,"
said former Assistant Secretary of State Otto Reich. `It sends a signal
to our own government that these are key presidential priorities."
reported the Miami Herald August 22.

Otto Reich is one of the top operatives of the Cuban-American crackpots in
Miami. He says that there an "internal element" in the decision to create
the post on "mission manager," meaning the new post symbolizes a shift in
the balance of power within that part of the bureaucracy that handles
foreign policy in this hemisphere. And, Otto Reich says, the new post
informs the whole bureaucracy about who is calling the shots or who enjoys
presidential support on the conduct of US policy toward Cuba and Venezuela.

CONCLUSION

It's not hard to guess the next move of the uppity Cuban-American clique in
the US foreign affairs establishment. They will demand and take over US
policy toward Bolivia. At the pace that the reactionary scum and worms in
Miami are snatching turf from Secretary Rice, the only places toward which
she can make policy will soon be limited to Puerto Rico and US Virgin
Islands.

Rice now comes off as an impotent, dried up, bag of garbage to be pushed
out of the way, knock down, then stepped on as she lay in the streets or,
better still, kicked to the side to make a path.

And these Cuban-American reactionaries appear to be the ideal people
for the task.

Don't let her stand in your way, boys. Don't let Condi turn you into a
sissy or a wimp like Colin Powell.
