Yes, they are. A week ago, the IDF cited 45 times that they had
cancelled an attack, redirected it, because of apparent civilians on the
roof of a building. I'm sure it's more now.

There hasn't been any mass killing. There have been many incidents of a
few people killed. And even then, the total is not what "mass killing"
means.
Did you ask that of the Allied troops bombing Germany or Japan?
Did you ask that of whichever side you favored in the Boer Wars?
