Deux jours de grève de la faim pour Dutroux (18/01/2005)

Son caprice n'aura pas été bien long...

ITTRE Marc Dutroux a recommencé à s'alimenter samedi. Sa «grève de la faim »
n'aura dès lors duré que deux jours, a-t-on appris au cabinet de la ministre
de la Justice qui parle d'un «simple mouvement d'humeur » du détenu le plus
connu du pays.

Marc Dutroux, qui était incarcéré depuis son arrestation en 1996 à Arlon, a
été transféré à la prison d'Ittre le 5 janvier en vue de son procès pour
trafic de voitures qui devait s'ouvrir à Nivelles le 10 janvier. Le procès a
été reporté au mois d'avril en raison de l'absence d'un avocat. Marc Dutroux
est toujours à Ittre. Il veut retourner à Arlon où il avait ses habitudes et
pouvait consulter son dossier judiciaire en cellule.

«Jeudi et vendredi, il a refusé de toucher les plateaux-repas qui lui
étaient remis en cellule où il dispose cependant de réserves de nourriture.
Samedi et dimanche, il a repris à nouveau ses repas », a expliqué Annaïk de
Voghel, porte-parole de la ministre de la Justice, Laurette Onkelinx.

La porte-parole, qui parle de «mouvement d'humeur », précise que Marc
Dutroux, dont le poids est régulièrement vérifié par un médecin, a
d'ailleurs regrossi dimanche.

Elle souligne qu'aucune décision n'a encore été prise sur le lieu définitif
d'incarcération de Marc Dutroux. Condamné définitivement, Marc Dutroux ne
peut plus consulter son dossier en cellule comme c'était le cas à Arlon,
précise-t-elle.

First, he DEMANDS that tobacco users not cost him any money, then when
it's pointed out to him that tobacco users pay gazillions in taxes on
the tobacco they buy, he ignores that, and roots for disease instead.

I guess the question would be, do the taxes on cigarettes actually
offset the healthacre costs associated with their use? I do not
believe that is the case, but if you can show otherwise, you have made
your point.

Tobacco Free Kids Fact Sheet

In the United States, the federal cigarette tax is $1.01 as of
November 2009. It is used to fund a specific children's health
program. In addition to federal taxes, states and local municipalities
tax cigarettes.

The federal cigarette tax in the United States funds the State
Children's Health Insurance Program (S-CHIP).

S-CHIP
S-CHIP was created as part of the Balanced Budget Act of 1997. It
introduced a 39-cent tax on a pack of cigarettes to fund the program.
S-CHIP provides insurance to children whose parents do not qualify for
Medicaid.

United States Federal Tax Increase
In April 2009, the federal government raised the tax on cigarette's by
62 cents a pack to raise more funds for S-CHIP. The fund will help
insure up to 4 million children whose parents earn too much to qualify
for Medicaid.

Variance in State Taxes
The average state tax on a pack of cigarettes is $1.34. Rhode Island
has the largest tax, $3.46 a pack, while and Carolina has the lowest,
7 cents a pack. The largest state, California, has a tax of 87 cents a
pack.

California State Tax
According to the California Board of Equalization, 10 cents of the
revenue goes to the state's general fund. Two cents goes to the Breast
Cancer Research Fund. Fifty cents goes towards programs to help
children develop. The other 25 cents is used for various purposes,
including environmental protection and tobacco-related education
programs.
