Yeah, seems a lot of the Pandaren NPCs have arrived already, the
quartermaster is not present, however (so you can't get a tabard and
start repfarming before they're even officially here!)

Those are indeed battleground emissaries, there were a pair of them in
Org in the tauren area where I'm hearthed too. It's switched to
another BG now so they've gone (seems we always have a featured
battleground now, rather than only on weekends), but was weird seeing
them around already!
