This is true - the Heroic item has better stats, a gem slot, etc.
And while they are not boss drops, just like in ICC, epics can drop
from trash mobs. The other day, for example, a pair of ilvl 359
tanking shoulders, Pauldrons of Edward the Odd, dropped from the trash
mob in front of the first boss in Lost City.
I know other such epics can drop, although I don't have a list. They
are BoE, so you might be able to find some in the AH.
