I almost decided against my compulsive nature to not loot low level mobs
today while doing a few speed quests on my 85 in Plaguelands.. but changed
mymind and was very happy to discover an epic BoE IL 41 shield dropped -
"The Green Tower"

Which brings me to dungeons .. and tanks that speed run the guts out of
dngeons not pausing to loot, and giving few others the chance either.

It's kind of a shame that skinners and cloth pickers like myself who rely on
mobs to be picked over first rarely get a chance to pause and gather - but a
question I've never had answered - In a dungeon if no one loots a mob and
they're carrying a green, blue or purple, does the item still come up for
rolls?

I'm 99% sure that it doesn't.

With the default settings in a random dungeon group, a dead mob with a
green or better item on it will show up sparkly to everyone in the
group and anyone will be able to try and loot it. When they do, the
roll window will popup. I think any cash on the body also gets
divvied up, but only the person who's name is on the mob will get to
loot any vendor trash and cloth from them.

The default settings for a group you form yourself will be the same,
but it can be changed unlike in groups formed via the random dungeon
finder tool.

Though of course, if *no one* in the group tries to loot the mob, the
roll window won't come up. But since everyone in the group is able to
try and loot the mob, it's unlikely you'll miss items unless the tank
is tanking the mobs at the same time as moving towards the next pull.
And in that case, just combat loot anything that's sparkly and you'll
get to roll on any items that drop.

If NO-ONE loots it, then no, it doesn't come up for rolls. But, as
others have said, everyone sees the sparkles and anyone can loot it if
there is a rollable item.

You can also run back through the instance after it's completed and
check if any mobs didn't despawn - mobs carrying blue or better items
often won't despawn if they weren't looted - that's happened to me a
few times when I've been running through low lvl content and missed a
corpse or two; on my way out I wondered why one corpse hadn't
despawned, loot it and oh, look, a blue! :-)

They don't stay around for ever, but if they have loot then they stay
around for a lot longer than corpses with no loot.

Nope. In fact, even a boss will not come up for rolls if no one inspects
the corpse.
