MMO Champion posted an explanation of why it still needs you to have
the old mana amount to cast the spells:
"A lot of people are confused by the weird mana changes, the reason
why spells still require the old mana cost to be cast properly is
because of how spell hotfixes work. The mana cost of a spell is
built-in your client to prevent an insane amount of requests asking
the server "hey, how much mana should I use for that spell?" whenever
you spam all your keys.
It makes the server happy, but it means that Blizzard has no way to
bypass that check after a spell is hotfixed, you will just have to
wait for Patch 4.0.6 to be deployed on live servers to see that change
reflected on your client. It doesn't matter anyway, in the end the
spell will use the reduced amount of mana and will make you more
awesome. "

I didn't know they could be prospected :-O Wonder what you got from
them lol, doubt I'd have tried even if I'd known though.

/cheer. SO annoying trying to get people nearby to group up for them,
and you can't group with Alliance anyway. Can take anything up to
15-20 mins to complete some of those quests :-( Should also be nice
for Tank and Problim, which I definitely can't solo...

I'd wondered if that was a bug, they didn't seem to hit harder than
anything else in there.

So THAT'S what was causing that! No wonder it took a while to fix,
must've been a right headache tracking it down!
