Five-second rule dead?

The character sheet now explicitly lists mana regeneration while in combat
and out of combat. Has the five-second rule been done away with?

Yep, it's just combat/not-combat now, less complicated I guess,
although I did used to quite like playing it right with inner focus
etc to get some good ticks of regen way back in TBC days.
