Joe Boot Hill declares he's using his melee weapon to strike at Jack
After Jack declares his hand strike back, Joe Boot Hill plays Strike
at the True Flesh

Can Strike at the True Flesh be played after declaring strikes?
Once the players declare their strikes isn't the strike resolution
phase started, therefore disallowing Strike at the True Flesh to be
played?

Type: Combat
Requires: Quietus
[qui] Only usable before resolution of a melee weapon's strike. For
the remainder of the round, non-aggravated damage from this weapon's
strikes cannot be prevented except by equipment or by other strikes.
[QUI] As above, and this weapon's strikes inflict +1 damage.

VTES Rulebook 6.4.3:
During each pair of strikes, the minions first choose their respective
strikes (the acting minion first, then his opponent), and then the
strikes are resolved. Strike resolution occurs simultaneously.

# Choose Strike. Each minion chooses his strike. The strike can be
from a combat card, from a weapon the minion possesses or (the
default) from a hand strike. If a minion has used a maneuver from a
strike (either a strike card or a weapon) this round, then he cannot
choose any other strike for his initial strike of the round. For
additional strikes, any strike can be chosen, even if a maneuver has
been used.
# Resolve Strike. The effects of the strikes from both minions are
resolved simultaneously. Most strikes are effective only at close
range. Unless the strike is identified as ranged or does "R" damage
(or is a defensive strike such as dodge or combat ends), it is only
effective at close range. Ranged strikes and strikes that do "R"
damage can be used at any range, close or long.

This works just like Claws of the Dead. You have a chance while in the
"choose strike" window after both strikes are declared to do it, then
you move to the "resolve strike" window.
