I think I like Juggernaut's idea of making a card like this an Action
Modifier better, but even though Crocodile's Tongue requires a
discipline and his proposed card doesn't, I think most big vote decks
are going to have auspex at their disposal so it is a little bit
wallpaperish, but only in the sense that "Open Grate" or "Dead End
Alley" is wallpaperish.
The reason I think it should be a modifier is that if it's a master
card, it becomes an instant staple in every large-cap vote deck. If
it's a modifier card, there's a question of whether to include it, how
many, and so forth. I also don't see any reason not to make it vote-
specific, and leave huntings and recruitments and such to their own
special stealth cards (i.e., Jack of Both Sides).
So maybe something like:
Covert Lobbying
Action Modifier, 1 blood
Requires a titled vampire.
Play when a political action is announced,
Allies receive -3 intercept when attempting to block this action.
Younger vampires, vampires without titles, and tapped vampires receive
-1 intercept. These penalties are cumulative.
A vampire who attempts and fails to block this action may not vote in
any resulting referendum.
