The idea is that you put them on your prey's vampire, who are more
than likely not anarchs. When they take an action that you don't
like, then you can play Car Bomb to make the action fail.
If they go anarch to use the police cruiser,then more than likely it
is costing them blood with makes your temptations more usable, and
allows you to use the SPC on your bleed actions with the tempted
vampire.
