LSJ - Moise Kasavubu + NRA Pac

If I have in game NRA Pac and the ally Moise Kasavubu, after using the
special of Moise and moving, par example, an IR Googles to Jennie,
will she untap at the end of the turn thanks to the NRA Pac, or the
special of Moise is not an equip action?

NRA PAC
Type: Event
Government.
Any minion who successfully performs an equip action untaps at the end
of the turn.

Moise Kasavubu
Type: Ally
Requires: imbued
Cost: 2 pool
Unique mortal with 1 life. 0 strength, 0 bleed. Requires a ready
imbued.
Moise may strike for 2R damage. He may take a +1 stealth action to
search your library (shuffle afterward) or hand for an equipment and
move it to any ready imbued you control (that imbued must meet the
requirements and pay the cost as normal).

Moot.
Jennie is not acting so NRA PAC cannot apply to her.

Moise will not untap as his action is to move equipment to to equip.
